account over all the listings), who could work with Jo to make the
updates needed.

I don't, I would love to help here. These requests do come fairly often, so I wonder if we could expand access roles for maintaining this. I believe we need commandline access to the MySQL backend database behind our Drupal instance. (here's a similar request: https://trac.osgeo.org/osgeo/ticket/1470)
If you are looking for volunteers, I do volunteer to maintain this.

Hello,
Short term that might work. Long term it's been suggested we replace the
whole thing with an app that does what we actually want it to do and
isn't dependent on ancient php and somehow sorta intertwined in Drupal
but not really.
Anyone else got ideas? Can we setup a web account that has admin via the
web interface to all the data?

I believe we could use phpMyAdmin to give access to the backend MySQL database, although (ha, reversal here for you) I don't recommend opening our database through the web (I always use the commandline tools instead).
