I think the WIKI users should *always* see the merge request.
It's just LDAP users that we want able to say "don't ask me anymore"
becuase maybe they NEVER had a WIKI account.
Those with a WIKI account we want to DROP as soon as possible,
so we should keep bothering them with the message.
