I've added a "Mailing Lists" component to osgeo trac. This ticket is to
test it.

Default owner being a couple (Jorge + sac list) I'd expect a notification
to go to both.

Ok, multiple owners is not supported by trac:

  https://trac.edgewall.org/ticket/7793#comment:4

So we're only left with either {{ smtp_always_cc }} or simply keep SAC
list as the only owner
