On the new user page: https://www.osgeo.org/cgi-bin/ldap_create_user.py
we explain the mantra can be obtained from the admins.
Due to numerous requests stating "I need a mantra" which are difficult to
verify, I propose to update the `ldap_create_user.py` page with this
simple instruction:

In order to verify your request, we will need to know a couple of details:
* Why you need to create a new OSGeo User?
* What are your affiliations? For example, university, company, pubic
profile on any of social sites like SourceForge, Twitter, GitHub,
BitBucket, or your posts archived in any of the OSGeo mailing lsits
(https://lists.osgeo.org), etc.

In order to verify your request, we will need to know a couple of details
so as to build "trust":
* Why do you need to create a new OSGeo User?
* If it is to report a bug, for example, mention which project is affected
and describe very briefly what the issue is (you'll be able to file a full
report in the ticket, once you are granted a OSGeo User)
* Or alternatively, please display one public affiliation. For example,
university, company, pubic profile on any of social sites like
SourceForge, Twitter, GitHub, BitBucket, or your posts archived in any of
the OSGeo mailing lsits (https://lists.osgeo.org), etc.

I'm logged in gogs and https://git.osgeo.org/gogs/sac/web-cgi-
bin/src/master/NEEDMANTRA.html is a 404 for me. I also feel like mloskot
that this situation is getting ridiculous.

Also 404s for me. Maybe missing rights? On https://git.osgeo.org/gogs/sac,
I can only see TracLDAPEmailResolverPlugin and gogs-service.

Anita, in case you want to suggest further changes, we learned that after
forking you'll also need to add someone in the Owners team as a
collaborator, to give access to your branch (but a simple patch attached
to trac is still accepted, and probably easier)
