And Rsync-server was spun by Inetd and being in use. I've killed the
Rsync-processes as well as the Inetd - and disabled Inetd - and as far as
I can tell, the HTTP download service is working again.
Please check.

I'd propose to remove Inetd entirely.

osgeo4w seems to be setup differently from the others. Looks like osgeo4w
is a symlink. Others are physical folders.

FWIW - PostGIS, GDAL, and GEOS are up now.
