My mail to mapserver-dev is deferred because lists.osgeo.org doesn't
accept mail from my ISP SMTP server due to it not having an MX record in
DNS:

It's kind of silly to require an outgoing SMTP server to have an MX record
which is only relevant for incoming mail. If you want an MX record you
need to check the domain of the sender in the From and/or Sender header.
