#2310: Reformat osgeo4 as an lxd host

To match with osgeo7 the host OS should be Ubuntu 18.04 LTS.
This plan is contingent on osgeo4 having new disks in place, firmware
upgrade (something OSUOSL offered to do for us)
This would be used for non-mission critical things like dev sites or build
bots.

I have this set up now with osgeo4-nginx, wordpress-dev, hop containers.
wordpress-dev is for our www development and benchmarking
hop is a barebones debian9 with ssh-ldap to allow user to hop thru it to
get to the other containers
