Got a message from our Domain Provider that gdal.org expires in August. We
should renew for 5 years.

Also transfered proj for 2 years at 24.72
And renewed on Jun 27 geotools.org and mapserver.org $65 each (total $130)
for 5 years.

Note: we should always do 5 year, savings add up over so many domains. We
could also try to adjust our renewal dates to have the same number of
renewals per year to keep the budget consistent.
