As discussed on IRC, going to setup an Ubuntu 18.04 to be used as future
home of live.osgeo.org
I'm going to set it up on osgeo4 for now and we can move later if needed.
Wanted to make more use of osgeo4.
I'll start by creating an ubuntu 18.04 + LDAP image since I only have
debian 9 and 10 + ldap images at moment.

This was done too and Brian Hamlin did much of the legwork of configuring
and upgrading.
it's called live on osgeo7 and hosts https://live.osgeo.org
