The Argentina local chapter needs a repository on gitea for keeping their
website.
The current organizations are:
geos, orphanage, osgeo, osgeolive, sac
Create a new organization for local chapters, I suggest the name
"chapters" where local chapters can keep their website repositories if
they so desire.

I think any OSGeo User can create any number of Organizations and manage
them, so nothing to do for SysAdmins here.

Yes probably best for each chapter to create their own org, then they can
easily manage permissions. If we throw all chapters in the same org then
we'd need to manage the overall permissions, plus would bar them from
creating multiple repos.
We should try to enforce some sort of naming convention though -- perhaps
somcehint like chapter_argentina, chapter_italy etc.

For naming convention, we already have this:
https://git.osgeo.org/gitea/osgeo.it
I like that format, may even reflect the actual domain name
(does it ? I'm not sure)
