#2494: Setup root /shell access for wikidev and refresh wikidev for LDAP work

This is in preparation for work on #165.
We have a MediaWiki contractor - NicheWork LLC that has submitted a signed
statement of work. Alex, Regina, Sandro have reviewed and approve of the
statement.
He has an osgeo ldap account already - hexmode
and has registered his SSH Key on it.
Once OSGeo President has signed the SOW, I will move forward with giving
him root access to dev.wiki.osgeo.org and refreshing the dev environment
with latest wiki prod.

running into minor technical difficulties adding hexmode which I am
troubleshooting. Has to do because I had him add his ssh key because I
added him to shell group.
