#2545: download osgeo org quota

recently downloading the OSGeoLive night build (4GB iso), I noticed that
there is a precise `1.01 GB` limit of some kind, where the download
connection is interrupted. Using `wget -c` auto-retries and reconnects
without manual steps, so far.
