#2580: tracsvn updates and high cpu utilization

Seems that tracsvn cpu went to 100% for the past 2 hours according to
monitor charts. Most of it was apache. At anyrate to rule out corrupt
memory etc, I took the time to run patch updates and restart.

At some point we will need to upgrade to apache 2.4 but I think a lot of
config changes need to be made to make it compatible so will save that for
another data.
