All the hop containers are currently at Debian Stretch. (deployment
/upgrade-stretch-to-buster.yml)
I committed an ansible script for upgrading them to buster, which I have
tested.
So remaining hops to go are

osgeo3 hop
osgeo9 hop
osgeo7 download #this one will need some care so might do it manually
since it runs nginx and serves as download.osgeo.org
