I just noticed the community news page hasn't been updated since July.
https://www.osgeo.org/community-news/
I think it aggregates content from various sources. I thought
planet.osgeo.org was one of them.
The PostGIS 3.1.4 I recently released is not there and last post is
PostGIS 3.1.3 released in July.

Jody was also able to help me fix this.
Turns out I guess the RSS feed puller has been broken for some time. My
guess is the php-xml extension did not reinstall when I upgraded to newer
PHP about a year ago.
Installing
{{{
apt install php7.3-xml
systemctl restart apache
}}}
Seemed to fix it and entries started pulling in with 5 minutes.
