#2698: Add Translate project documents on OSGeo Weblate to id.osgeo.org/create

We now have a couple of projects in production on weblate.osgeo.org with
hopefully more on the way.

That said, we need a line in id.osgeo.org/create for people to signup.
PostGIS has already transitioned from transifex, and hopefully any of our
translators that don't have OSGeo accounts will be asking for one.
I will add this line items, to the reasons "Why I need an OSGeo" account.
