#2808: Upgrade Weblate to 4.14.1

Weblate 4.14.1 came out 3 days ago, and looks to have some features we
might use. We are currently running Weblate 4.13.1

Most notably to me are:
* Avoid matching glossary terms on context or keys.
* Improved management of untranslatable terms in glossary.
* Add group management interface.
On the what is new in 4.14
* Fixed parsing translation from Windows RC, HTML and text files.
* Extended language code style configuration options.
* Improved reliability of HTML and text files translation.
Planning to do this shortly.
