I've added him to mantra distribution list.
I couldn't find sacosta in gitea, so assume sacosta hasn't logged into
gitea.
Just need him to log in so I can give him read rights to
https://git.osgeo.org/gitea/sac/userid-mantra. The mantra code doesn't
change often, but when it does, he can read the current one from there.
