#2819: Increase disk allocation on download

download had only 70GB left. I've upped total (which includes backups) to
2100GB (was 2TB before) giving now 172 GB left.
At a glance most of the space is taken up by QGIS which is fine.
Once we have new disks for osgeo8 / osgeo9, I'm planning to move the
backup of download to one of those. Currently it's on osgeo4 like the
others, and that has only about 700GB headroom after the download backup
is copied over.
