I would like to request a new mailing list for discussing about OGC
standards and its implementation.

In fact you have the possibility to ask general questions about these
standards in the official OGC Public Forum [1]. But for a plenty of other
questions, a mailing list might be the better (and faster) choice.

for example:
  * you need just a little hint from other developers to implement some
details properly
  * you want to know something about OGC standards and their usage in open
source projects
  * you want to discuss about the prospective development of several OWS
standards, without the need to be a OGC member
    * (maybe we can form a common "OSGEO point of view" concerning specific
questions)
  * ...

On eogeo.org [2] you can find a good example for a mailing list about
webmapservice specification. It would be great if we had either a common
mailing list for all OGC related topics or several lists for each OGC
standard (WMS, WFS, WPS, ...) under the OSGEO umbrella.

It sounds to me like you're not aware of the OSGeo "Standards" list.

I believe that your request is already met by this list, and there is no
need for another one.
