#287: Set up FTP for foss4g2008 workshop file upload

Similar to ticket:132 we need an FTP account on the telascience server to
upload FOSS4G2008 workshop files. Notes:
- need a large amount of space to handle VM's and images, such as 100 GB
- user should be foss4g2008'
- restrict the 'foss4g2008' user to have a default directory of
/home/foss4g2008/
