While trying to update my new email address,
on the profile say

If you change this, an email will be sent at your new address to confirm
it. The new address will not become active until confirmed.
There is a pending change of your email to vicky at erosion.dev. Cancel
}}}
on the wp-admin/site-health.php

WP Mail SMTP mailer setup is incomplete
}}}
So the mail change can not be confirmed.

Can you try it now. I just changed to have it use lists.osgeo.org
Might fix some other issues we were having. I tested with my account and
was able to get the email to change my address.

Okay Vicky was still not getting the emails even though I was getting when
I tested after switching WP Mail to use SMTP (list.osgeo.org) instead of
PHPMailer. She would get it if we did test email from WP Mail.
What was very odd is the logs showed her email change requests were going
thru PHPMailer still.
Anyway I ended up installing postfix on wordpress-old and that seemed to
fix the issue. Sendmail was there before I replaced with postfix though.
