I'm suspecting this is a mail issue.
Also future plan to move it to LDAP like wiki.osgeo.org, but that can come
later in a separate ticket.

osgeo8 server wasn't in SPF list for osgeo.org. I added that in, so if
it's failing because of being spam trapped, that should fix that.
Before I did that though, I was able to request an account and received a
confirmation for me to click. That did not fall in my SPAM folder, but
the header did say SPF is neither denied or approved (SOFT fail). Next
course of action would be to just proxy the traffick thru to osgeo6. But
as far as I can tell, it's probably mail trust issue.
