Today, I've been experiencing a very slow connection to
[http://download.osgeo.org/ OSGeo download server]. It never exceeded 2.0
kb/s - far from acceptable.
I doubled checked my network and it isn't a problem. With other servers, I
can easily reach transfer speed hundred times higher than the one from
OSGeo.

From 4 different places onthe web, I can currently get > 1 MB/s download
speeds from the download server. It seems likely that this is a result of
network congestion on some path between your connection and the download
server.
Debugging where this is would probably need a traceroute, but I highly
doubt that no matter what information you can provide, SAC will be able to
do anything about it.
