work without a login.

besides the wiki spam there are c.4700 spam bug reports open that will
need to be nuked.

I assume that ticket create and ticket modify permissions are still set to
anonymous. Unfortunately I am not in the metacrs admin group, so someone
else has to change it (as well as eliminating 4xxx bug reports).

'''authenticated''' group rather than of '''anonymous'''.[[BR]]

There is no admin set for that trac instance. Who is supposed to maintain
this instance? Also, there is a lot of spam tickets, not only 4xxx. See
the active tickets report.
