For all things to do with mailing lists and instrastructure I reach out to the system admin committee:

• The system admin committee issue tracker, you need an OSGeo id https://id.osgeo.org/ldap/create

2. IRC freenode channel #osgeo-sac

• Instructions https://wiki.osgeo.org/wiki/IRC (tip you need to create a “nickname” with NickServ to type now)
• a chance to be personal, or for real emergencies

3. The email list sac@lists.osgeo.org

• The system admin committee really likes the issue tracker, even when sending an email the first response is often to create an issue
