from the QGIS community there is a wish to start a QGIS-UX mailing list.
Is this the way to ask for one, or should I ask for one via the creation
of a ticket in

Standard method is by ticket:
* Name of List
* Short Description of List
* Who should be admin on the list (with email addresses, can't recall if
we need OSGeo Ids or not)
