[SAC] sac mailing list configuration and management

I've just changed configuration of SAC mailing list
so that messages held for moderation are discarded
after 7 days of inactivity.

These are messages from non-subscribers, mostly spam
but very rarely something legit. For each such message
an email is sent to sac-owner, which is currently me
and Howard.

Does any new SAC member want to join management of
that list ?
