[SAC] Semantic MediaWiki update

Hi,
as a preparational step for future OSGeo MediaWiki updates, all
"Semantic" extensions have been updated. Please test.

Credit goes to Christian Willmes for preparing the update(s).

fwiw the changes are indeed saved to the wiki page.

Not all tables were not upgraded accordingly.

Not it should work.
