[SAC] Semantic MediaWiki update

Hi,
as a preparational step for future OSGeo MediaWiki updates, all
"Semantic" extensions have been updated. Please test.

fwiw the changes are indeed saved to the wiki page.

Not all tables were not upgraded accordingly.
