He did not, QGIS chooses to also allow local users to be created after
some discussion earlier:

Investigating now, it looks like
we have 6565 users, of which 2198 locals
Every day 10 users are locally created, about 30% never logged in yet.
I'm still in favor of only let people login via osgeo account.
People against it, start weeding spam ![]()
