User Eric Kelly is spamming in QGIS issue tracker
https://issues.qgis.org/issues/17565#change-84882

Have to find out if this is a local QGIS user or an osgeo user...

Richard

I think can be safetly hibernated... but. How he over-passed mantra?
He did not, QGIS chooses to also allow local users to be created after
some discussion earlier:
So this is a QGIS local user.
Investigating now, it looks like
we have 6565 users, of which 2198 locals
Every day 10 users are locally created, about 30% never logged in yet.
I'm still in favor of only let people login via osgeo account.
People against it, start weeding spam
