[SAC] sponsor add rotations

We have been adding sponsors for 2017: http://www.osgeo.org/content/sponsorship/sponsors.html

Can I ask that we place these new logos into rotation on the main page? Do I need to open a trac ticket :frowning:

We will also watch the 2016 logos start to vanish over time (as sponsorship is annual). In particular the board as just provided some language so we can clearly/kindly decline sponsorship from SEO companies (since our goal is to promote organizations that strengthen our community).
