[SAC] System contracts

I've expended the allotted amount for System Contract 2021-I.
That said I'd be happy to put in a bit for another contract which major
tasks would be to build out the OSMF contributed servers so we can use them
for redundancy and testing and also more work on our new ansible deployment
model. I'm hoping to have the lxd config deployment on OSMF be fully managed
by ansible playbooks. I would also like to work on a new grasswiki which
would be deployed from an ansible playbook and utilize some of the lessons
learned from our Wiki LDAP project.

I'd be even happier if someone else wants to take up the mantle for system
contract.

I'm a little puzzled as to moneys we have. I know sadly the wiki to LDAP
migration took way more effort than all of us had hoped or imagined. But
it's mostly done now with a few wrinkles.

It says in the budget we have $5000 allocated for Travis? Do we need that?
It seems like most projects (GDAL / Proj which I think were the primary
users of Travis have already switched to Github Actions)

We need Michael to tell us what the actual spend on Travis budget is. I've heard but can't confirm that last year it actually mostly came out of GDALs budget.

I'm +1 to moving some of that if it's not needed for that line item.
