who has credentials to put blog.qgis.org into planet.osgeo.org?
blog.qgis.org is supposed to be the 'official' blog where the project
can do announcements for new versions etc etc
Let me know if I can do that myself, or extra info is needed.

No, you can't do it yourself.
If you look at the right-hand side bar at http://planet.osgeo.org/
there is link to Wiki page where the blog add/update procedure
is explained.
Please, follow the instructions there.
