[SAC] themes refresh from svn

Folks,

As per discussions in the webcom meeting today I added a small script that
can be invoked at:

  https://www.osgeo.org/cgi-bin/auth/themerefresh.py

that will refresh the /var/www/html/themes directory on the server from
subversion.

Any authenticated OSGeo user can invoke this. Hopefully this will make
it easier for folks like Lorenzo to experiment with theme changes.

I'd like to write up some details on this in the wiki, but I don't know
where to put them. Should we have some sort of "webcom procedures" page
under http://wiki.osgeo.org/index.php/Website_Committee?
