FYI: I've changed trac configuration back to always notify this
mailing list for ticket changes.
I changed that setting in the past due to high traffic
from osgeolive, but now osgeolive is on its own trac
environment so we should be good.
If traffic is too high we can change back, let's keep
an eye.
