I have been in contact with Steve Lehr, who is an organizer for the Daytona 2017 code sprint. He is one of the organizers … and has been unable to keep the sponroships on that page up to date due to lack of wiki access.

I have confirmed that he filled in https://wiki.osgeo.org/wiki/Special:RequestAccount

In trying to report this issue to SAC, trac rejects my new issue as potential spam.

According to the Bayesian filter your 4 attempts to file the ticket
had between 63% and 65% of probability to be spam, gathering

I'm sure you're trustworthy, so why not ?
