I've added a "triagers" group on "osgeo" trac instance
and gave it REPORT_CREATE and REPORT_MODIFY permissions.
For now only TemporSent (Chris Giorgi) was made part
of the group, as he had the idea of creating better
reports to give more visibility to pending tickets.
