on a "background" raster layer into a binary (1 on the inside, 0 on the outside)
layer of its own?
Grass 4.1 has the command r.digit for this. And tiggers ARE wonderful things.

To which I should add, that Grasses v.digit module also has an option for
displaying a background cell map during digitizing. You must label your
polygons "1" yourself, however - this is not done automatically.
