Wms11 cite tests failing across the board

I see several PR’s on both main and eg. 28.x branchs where the CITE WMS11 tests are failing, other WMS versions pass, even for simple dependency updates that are not expected to have any effect on that.
Does anyone have an idea what is going wrong?

It looks like the WMS CITE tests are trying to contact cite.opengeospatial.org, see:

but the host is down, so the requests are failing.
I’m trying to contact OGC about this.
