Dear US group,
After the lovely VPAT compliancy task, QGIS PSC and security starts now to receive HECVAT requests from education entities so that their IT departement candeploy QGIS.
First of all, thank you very much for handling VPAT.
HECVAT is the same kind of excel form, made for cloud services but that we are asked to fill in even if it has no sense for desktop usage or given that QGIS.org is not a vendor.
I tried a first draft to fill in a form. Would you like (maybe @rjhale1971 ?) to review it and publish it somewhere on the user’s group website?
Yes, it is a XLSX. With lots of formulas.

I have had a couple of universities in the US send these to me but I never got around to filling them out. I started a conversation with the IT people and asked for a hecvat on python or R and sort of pushed if they didn’t have one we shouldn’t BUT - it will have to be done at some point. Thanks for taking the time to go through it. I’ll download it and start going through it.
I never heard word back on the VPAT we did - so I assume it was good enough to work for the USFS and whoever else needed it. I think we’re going to take it and transform it into one for GRASS also.

I’m not surprised. Our VPAT users are IT staff just following procedures to check a mark. Wether the VPAT is good or bad, what does QGIS is beyond any of their concerns.
It seems faster to fill those forms and put them on our sites than trying to convince them that they use open source with the GPL conditions, and we are not vendors as they understand it. We had the same issue with first version of the Cyber Resilience Act. Stakeholder just fail to have a different mental model that product == commercial vendors

To be fair, the US government has been shut down for a fair part of the time since you put the VPAT up.
