I am bit confused to see the PDAL-related manual pages at all since there is no PDAL package for Debian (to my knowledge). PDAL isn’t installed on grass.osgeo.org on which we generate the manual pages.
Looking at the cronjobs which contain the configuration steps, there is no PDAL activated:
~/software/grass-addons/utils/cronjobs_osgeo_lxd/
grep pdal cron_*
cron_grass_current_stable_build_binaries.sh: --without-pdal \
cron_grass_legacy_build_binaries.sh: --without-pdal \
cron_grass_old_build_binaries.sh: --without-pdal \
cron_grass_preview_build_binaries.sh: --without-pdal \
So, why do we see them at all?
Was it an old file not cleaned up, or it is created in CI and it gets pulled in there?
So the menu for r.in.pdal is only available if you compile GRASS with PDAL? Makes sense I guess. Disadvantage of not having this online manual page is that people looking for pdal and grass might get the impression that GRASS does not offer the functionality.

Agreed. Please suggest how to get PDAL installed on Debian without too much effort (I am usually using Fedora, hence I may not know the trick for Debian).

The Debian GIS team is already releasing prebuild binaries of pdal. It is not up to date but it works. Rebuilding package is ok but wasting time and energy as it is already build else where.
IMO, Debian for an every day desktop workstation is a bit challenging fighting with latest version or missing option in binary package … ppa can be added as well as ubuntu is based on debian.
AFAIK Bas (ie. the debian gis team) stopped to build pdal.
Sure but I have no time to maintain “my” own compilation on the server…
